Resume Summary
Mr. Hughes is a former commercial fisherman with extensive experience at sea both in the Northeast Pacific and the Bering Sea. Mr. Hughes has developed one of the country’s most extensive expert witness practices for commercial fishing liability and loss of income cases.

Having extensive experience at sea, Mr. Hughes also specializes in vessel operations and related areas and is technical advisor to two major commercial fishing associations whose members operate in Alaska and off the Pacific West Coast.

Mr. Hughes has provided detailed studies on the operations of most U.S. commercial fisheries to the National Institute for Occupational Safety and Health, part of the Center for Disease Control, for their use in occupational risk analysis.

Steve has also conducted an annual commercial industry sponsored Bering Sea crab assessement survey in the Bering Sea the past seven years that augements federal and state surveys. These surveys employ state-of-the-art equipment and sophiscated geospatial analyses to assess the status of the commercial crab resource.

Mr. Hughes is also a recognized expert on oil spill impacts on commercial fishery resources and industry economics.

Prior to joining NRC in 1981, Mr. Hughes was a resource assessment and fishery development specialist with the National Marine Fisheries Service.
